Experience in the region
Relevant work across major place projects and government-led programs, with case studies you can review.
Biased provides public relations, strategic communications and marketing support for organisations working across Western Sydney.
Our experience includes Western Sydney Lakes and Landcom’s Sydney Metro Northwest Places program. We work alongside executives and internal teams to establish the position, prepare the materials and coordinate communications through announcements, campaigns and ongoing delivery.
Whether you are progressing a major project, explaining a business decision or asking the community to participate, we help make the next step clear.

Bring media, stakeholder communications, content and campaign activity into the same plan.

Biased works as an extension of the Western Sydney Lakes executive team, supporting communications for a multi-decade project spanning approximately 2,000 hectares.
Our role includes corporate communications planning, media relations, stakeholder engagement, executive profiling, content, channel management and support for major announcements and events.
The work requires a consistent explanation of the project as it develops, with communications suited to government, industry and community audiences.

Biased has worked alongside Landcom’s Sydney Metro Northwest Places team since 2020, supporting an evolving government-led program around the metro corridor.
We help set priorities, respond when circumstances change and deliver communications across email, social media, digital campaigns, partner channels, content and community initiatives.

Across a six-year relationship, Biased has supported Landcom with corporate communications and ongoing content across its organisational channels.
“The Biased crew is well integrated with our team and have regular catch ups to plan and prioritise our marketing needs.”
Bring Biased in when the work involves several audiences, a firm deadline or more coordination than the internal team can absorb.
The communications challenge depends on the work being delivered. These are examples of briefs Biased can help scope.
Explain the long-term direction of a place and the next confirmed stage. Coordinate project updates, partner messages, media activity and participation campaigns around what people can understand or do now.
Prepare clear communications for milestones, partnerships and changes affecting project stakeholders. Work within the approval requirements of the organisation and its delivery partners, alongside technical and planning specialists.
Turn a facility investment, operational milestone or industry partnership into a clear business story. Prepare messages for customers, employees, trade media and the communities connected with the operation.
Communicate a service development, research finding, collaboration or program with the right level of explanation for each audience. Coordinate expert review, partner approvals and public-facing materials before release.
Help leadership explain the organisation’s position and expertise. Support executive profiling, business announcements, thought leadership and the content needed to make the offer clear to prospective clients.
Develop campaigns around a defined participation, awareness or fundraising goal. Connect the case for support with community stories, partner communications and a practical action for the audience.
We connect the organisation’s news with the people who have a reason to care about it.
Identify the relevant local, metropolitan, national and industry media. Develop the angle, write media materials and manage pitching, enquiries, interviews and follow-up.
Establish the announcement’s central points, supporting facts and answers to likely questions. Give executives and partners an agreed foundation for their communications.
Develop informed commentary around the organisation’s expertise, evidence and experience. Prepare opinion pieces, executive content and interview opportunities that contribute something useful to the industry conversation.
Define the purpose, audience and communications role of a launch, stakeholder briefing or milestone event. Shape the concept and connect it with invitations, speaker messages, media preparation and follow-up content.
Clarify each partner’s role, the shared messages and the approval process. Prepare announcement and campaign materials that accurately describe what the partnership will deliver.
An external announcement often creates work for executives, employees and project partners. We prepare those communications together.
Set the organisational position and communications priorities. Develop plans, leadership statements and supporting materials for business decisions, major projects and public milestones.
Map the people and organisations involved, identify their information needs and plan the order of engagement. Prepare briefings, correspondence and response materials for government, industry, community and project stakeholders.
Help employees understand decisions and changes through executive messages, manager briefings, internal announcements and questions and answers. Plan what staff need to know before public communications begin.
Before selecting channels or writing a campaign, we help establish what the organisation is trying to achieve.
Clarify the organisation’s offer, priority audiences and commercial objectives. Translate that direction into marketing and communications priorities the team can act on.
Shape the case for support, campaign approach and messages around a defined fundraising goal. Explain what support will enable and how the organisation will communicate with donors and partners.
Develop the focus and communication of corporate social responsibility initiatives. Help connect community commitments with the organisation’s purpose, practical delivery and evidence of progress.
Identify relationships relevant to the organisation’s objectives and prepare a practical sequence of next steps. Introductions are considered within an agreed scope, based on fit, consent and available relationships.
We create the materials that help people understand the organisation, follow the work and take the next step.
Assess existing content and channels, identify gaps and set a practical plan for what needs to be created, updated or maintained.
Explain the organisation’s offer and why it matters to its customers, partners or supporters. Make the benefits specific enough to guide the rest of the communications.
Establish the core narrative, messages, supporting evidence and tone used by executives, internal teams and creative partners.
Develop the campaign concept, audience messages, content requirements and delivery sequence for a project, initiative or organisational priority.
Write project updates, campaign pages, service information, newsletters and email communications that give people accurate information and a clear next step.
Prepare creative briefs, plan the stories and shots required, and coordinate production for use across campaign and organisational channels.
Create content, coordinate approvals, schedule activity and manage agreed channels as part of the wider communications program.
Sensitive situations require clear facts, decisions and responsibilities. Biased works with executives, internal teams and specialist advisers on:
This work is handled with discretion. Contact us with any immediate deadline so we can assess the support required and our availability.
For a precinct or urban renewal program, the communications need to evolve as the work progresses.
Biased helps keep the long-term story consistent while explaining the current stage, what has changed and what remains subject to further decisions. We prepare content for project channels, partner updates, public announcements and community initiatives.
When a place opens to new activity, the communications can shift towards helping people understand what is available, how to participate and where to find reliable information.
This connects PR with the ongoing work of place managers and project teams.
An announcement can involve a project owner, government organisation, delivery partner and several internal teams. Each may have its own spokesperson and approval requirements.
We establish the communication sequence, agreed facts, draft owners and sign-off points. The working materials can include:
This gives the announcement a workable plan and reduces the burden on the internal team coordinating it.
An organisation’s preferred message is only part of the brief. People may need to understand how a decision affects them, what is changing, what remains uncertain and where questions will be answered.
We help identify those information needs and prepare clear content through the relevant channels and partner networks. Where a brief requires language, accessibility or specialist engagement support, we agree the resources and responsibilities with the client.
For community campaigns, the next step should be specific: attend, register, contribute, participate or find out more.
A Western Sydney story may be relevant to a particular community, a specialist industry or a national business audience. Those audiences need different angles and levels of detail.
We assess the story’s relevance, evidence and timing before recommending local, metropolitan, national or trade outreach. We prepare spokespeople for the questions that each audience is likely to ask.
The objective is useful, accurate coverage that supports the brief. Editorial decisions remain with the media outlet.

Biased works closely with the people responsible for the organisation’s decisions. We get across the brief, identify the communications priorities and stay involved in producing the work.
Founder Biarta Parnham brings experience across communications firms and cultural institutions in Sydney and London, including previous roles at the Australian Museum and National Art School.
Our role can sit alongside your executive team, marketing function, project team, legal advisers and creative partners, with responsibilities agreed at the outset.
Understand the organisation, project stage, audience, confirmed information and immediate decisions.
Agree the scope, budget, materials, decision-makers and communication sequence. Identify any partner or specialist requirements.
Develop messages and content, brief spokespeople and obtain the approvals needed for delivery.
Coordinate the agreed activity, report on the response and adjust priorities as the work develops.
For a defined announcement, report, event or campaign that needs coordinated communications through to release and follow-up.
For regular corporate communications, PR, stakeholder activity and content across the organisation’s channels.
For an internal team that needs additional capacity or someone to take responsibility for a particular communications workstream.
Share the brief, timing and available budget. We will recommend the scope and set out the responsibilities and costs.
We agree the measures that matter before the campaign or communications program begins.
These may include relevant media coverage, accurate representation of key messages, stakeholder responses, content engagement, campaign registrations or enquiries where tracking is available.
For ongoing programs, we also review whether priorities are being delivered and whether the organisation’s channels and response materials remain accurate. We distinguish campaign activity from outcomes and avoid treating estimated media audiences as confirmed people reached.
Biased works from Sydney, supporting organisations across Western Sydney, including Parramatta, Penrith, Blacktown, Liverpool, the Hills and the broader region.
We can collaborate remotely, attend agreed briefings and work alongside existing teams as the scope requires. There is no public walk-in office; meetings and on-site requirements are arranged as part of the engagement.
For organisations working beyond the region, we also support communications across New South Wales and throughout Australia.
Our work includes Western Sydney Lakes and Landcom’s Sydney Metro Northwest Places program. The case studies above explain the role Biased has played in each, including strategic communications, stakeholder activity, content and ongoing delivery.
Yes. We agree the decision-makers, draft owners, review stages and release sequence at the beginning. Where several partners are involved, we help coordinate the materials and track the approvals required.
Yes. Biased also supports corporate teams, professional services businesses, industry organisations, charities and cultural organisations. The right scope depends on the communications need, rather than the organisation fitting one project type.
Yes. A single brief can include media outreach, strategic advice, corporate and internal communications, stakeholder relations, campaign content and channel management. We agree which services the work actually needs.
We can support project messaging, stakeholder communications and content alongside the relevant project specialists. Any statutory consultation, planning or technical requirements need to be identified and assigned explicitly in the scope.
Biased works from Sydney and services Western Sydney without a public-facing local office. We agree the meetings, remote collaboration and on-site support required for each engagement.
Send a short outline of the organisation or project, the communications challenge, intended audiences, timing and available budget. We can then clarify priorities and recommend a scope with the deliverables and responsibilities set out.
Tell Biased what is happening, who needs to hear about it and where your team needs support. We will help establish the work required to move it forward.
